Description
On April 5, new, federal rules on information blocking and the sharing of electronic health records go into effect. The MMS is hosting a webinar with two federal experts from the Health and Human Services’ Office of the National Coordinator (ONC, the
regulators overseeing the new rules) to speak about the rules—and what physicians need to know to comply. We hope that this webinar will help physicians better understand these new rules and what policies they should implement at their practices to
meet the rules’ requirements. This will also give physicians an opportunity to ask questions directly to the federal regulators overseeing the rule. Please see below for more detail on the agenda and webinar speakers.

- Introduction: David A. Rosman, MD, MBA, President, Massachusetts Medical Society
- Main Presentation and Q&A: Johnalyn Lyles, PhD – Division Deputy Director, Regulatory & Policy Affairs, Office of the National Coordinator (ONC), Department of Health and Human Services (HHS)
- Johnalyn Lyles is the Deputy Director of the Regulatory and Policy Affairs Division within the Office of the National Coordinator for Health Information Technology (ONC). The Division leads ONC’s development of regulations and coordinates
across HHS and the Federal Government on initiatives, policies, and regulations to support nationwide efforts to advance health information technology, electronic health information exchange, patient access, and healthcare for all Americans.
She also actively supports ONC’s education and scientific research efforts. Before joining ONC, she worked for CMS on priority health policy initiatives including the EHR Incentive Programs or Meaningful Use. She was also actively involved
in guiding the clinical and scientific agenda on Alzheimer’s disease and dementia and supporting the Federal opioid workgroup. Johnalyn received her PhD in Neuropharmacology from the University of Maryland, Baltimore.
- Q&A: Michael Lipinksi, JD – Director, Regulatory & Policy Affairs Division, ONC, HHS
- Michael Lipinski leads ONC’s development of regulations and contributes to the U.S. Department of Health and Human Services’ (HHS) policies, regulations and initiatives that support the U.S. heath care system through the adoption and use of
health IT, electronic health information exchange and patients’ access to their health information. Before coming to ONC, he served as the Senior Legal Advisor to the head of the HHS Office of Medicare Hearings and Appeals. In this role,
he played an integral role in establishing the office and provided procedural and substantive guidance on Medicare to the office’s administrative law judges and staff. Lipinski received his law degree from Georgetown University Law Center.
While in law school, Michael completed a judicial externship with the Honorable Alice M. Batchelder of the United States Court of Appeals for the Sixth Circuit and an internship with the Center for Sustainable Health Outreach.
